Dear Councillors,
Re: Draft Strategic Direction for Aquatic Facilities in South Gippsland, July 2011
I strongly object to the implementation Draft Strategic Direction for Aquatic Facilities in South Gippsland, July 2011 (the Draft Strategy) as I believe that the treatment of three of the Shire's five outdoor swimming pools, in Foster, Poowong and Mirboo North in the Draft Strategy is inequitable; furthermore, I consider that the Draft Strategy does not consider the social benefits provided by these pools and that community support for these swimming pools has not been adequately taken into consideration in the development of this strategy.
I request that the Draft Strategy not be adopted by Council in its current format. Suggested amendments include:
Principals 6 and 10 be
amended (or combined) to reflect consideration of community support - active
and in kind work and community fundraising when identifying allocation of the
Shire's capital budget and grant applications to future pool upgrades;
That Recommendations 3, 4 & 5 be replaced with the
following:
‘That future capital
investment, technical assistance and grant applications will be supported at those Shire swimming pools where community support, active in kind work and
community fundraising is proven.'
Amendment of Recommendation 6 to incorporate consultation with the local community and relevant Committee of Management in any review of the facility.
Amendment of Recommendation 11 to schedule the preparation of Master Plans for all pools in consultation with local communities and Committees of Management (Noting that a Master plan can include a plan to do nothing if the local community is satisfied with current facilities).
I believe that protecting our outdoor pools fits in with many of South Gippsland's priorities: healthy living and community engagement. It also fits in with the appreciation of natural beauty and outdoor recreation that is part of our identity, and that attracts visitors to our towns.
Overall, I feel the proposed Strategic Direction for Aquatic Facilities is not in the best interest of the citizens of South Gippsland, and I strongly urge you to consider the issues I've raised and the amendments proposed.
